if we use deionised water then we have to immediately used it with it Ca(OH)2.The residual of deionised water will dilute the Ca(OH)2 slightly and it wouldn't be saturated anymore.By rinsing the pipet twice ensures us that every thing inside the pipet is also saturated Ca(OH)2.
