Glutamine is neutral and polar amino acid.

At pH = 11, amino groups (-NH2 group) gets fully deprotonated and the amino acid will harbor a negative charge on carboxylic acid group (-COO-).

pKa values of amino group (-NH2 group) and carboxylic group (-COOH) are 2.35 and 9.67 respectively.

So, when pH is less than 2.35 then the carboxylic acid group will be fully protonated and amino acid will be bear a positive charge and exits in the cationic form.

When pH is greater than 9,67 then the amino group will be deprotonated and amino acid will bear a negative charge and exists in the anionic form.
