Beta measures the systematic risk of a stock. Beta measures the risk which cannot be diversified away which is the market risk. Market risk uniformly affects all securities and beta measures how the stock moves in relation to the market.

however for individual assets, the standard deviation is the better measure of risk , as it is the total risk of a asset which comprises of the market risk + unique risks, the unique risk is unique to a particular asset and can be easily diversified away. The standard deviation of a diversified portfolio depends upon the correlation between the individual assets as the correlation between the assets decreases, the standard deviation of the overall portfolio falls.

Beta does not measure the total risk but standard deviation does. It is true that standard deviation is a better measure of risk for individual assets.
