This is more general question to be precise.
Some of the measures that can be taken for the safe and environmentally friendly removal of fossil fuels are -
Let us talk about the extraction of coal first we see that coal is getting extracted and due to the lack of the safety facilities people are getting various diseases.
The regulations should be made more strick and thus the allowed concentration of various pollutants should be decreased to a lower level .

Also the use of low grade coal which has less calorific value should be decreased as it produces high amount of pollutants and has less efficiency.

Coming to the crude oils.
Extraction of the crude oils near to the the places where humans leave should be decreased.
Because the inner core of the earth gets drilled and there are the strength of the soil decreases.

Also if possible these places should be refilled.

In the refining process we can ensure more safety by using the high grade equipments.
Allowed limit of contaminants in the final products should be decreased.

Fracking

It is a process where chemical sand and some other materials are heated and fed inside the rock to make the path for the shale gas to come out.

Although Shale gas is a better fuel . It has the following disadvantages due to which it should not be done at the New Brunswik .
It will pollute the ground water because of the harmful chemicals that will be produced during drilling .

It will release the carcinogens from the earth during drilling.

It will deviate the attention from the greener forms of energy .
