Health care grew professionalized and fit into a marketable ,valued commodity for purchase .

Health care policy : health policy refers to decisions ,plans ,and actions that are undertaken to achieve specific health care goals within a society .an explicit health policy can achieve several things : it defines a vision for the future which in turn helps to establish targets and points of reference for the short and medium term .

Medicaid (limited beverage model ): medicaid is a means tested insurance program jointly funded by the federal ,state and local government (DSS) ,and provides home care and skilled nursing home care services.

• It covers certain low income individuals (pregnant, children ,elderly ,disabled)
• Not every poor person is covered.
• Administered by staff government .
• Financed jointly by the state and federal government
• Benefits are faily comprehensive ,but many providers won't take care of medicaid patients
• Low reimbursement rates.
