Guidelines :

Bias is a measure of how far the expected value of the estimate is from the true value of the parameter being estimated.

Precision is a measure of how similar the multiple estimates are to each other, not how close they are to the true value (which is bias). We can see clearly that in c and d the values

Assumed: True value is 70

So,

a has 70 as mean weight, and its data is not spread, its precise.
So, PRECISE, NOT BIASED

b has 90 as mean weight, and its data is not spread, its precise, all data points away from true mean causing bias
So, PRECISE, BIASED

c has value at true mean of 70, so it is not biased, but data points are spread, which means not precise
So, NOT PRECISE, NOT BIASED

d has value at 90 whereas true mean 70, and data points are spread, meaning not precise
So, NOT PRECISE, BIASED
