A citizen can understand how the government has raised the funds and allocated the same to the resources by evaluating the accounting records.

As the elected official is accountable for the public money, proper control ensures proper allocation of resources.

Also control helps in prevention of wastage and theft of public funds.

This made the accountability and control a constant goal of State and local governments.
