To attain minimum value of CR we have to set the collision scheme in such a way that Relative velocity of particles after collision can be decrease.

When colliding objects do not have a direction of motion that is in line with their centers of gravity and point of impact or if their contact surfaces at that point are not perpendicular to that line, then some energy would be lost in rotation and friction. So CR decreases.

Real life example:

If we collide two glass balls and at the same time two rubber ball with same initial relative velocity, after the collision glass balls move away from each other with higher velocity than rubber balls.

Reason:

Reason behind this is that rubber balls get more deformed and a lot of energy stored in deformed state. after balls come to actual state the restore of energy not be complete. so they have less relative velocity after collision compared to glass ball.

Finally, CR(glass balls) > CR(rubber balls)

Actually, from previously discussion proved a thing that coefficient of restitution for any perpendicular material would not remain same. It depends on material as well as velocity of approach.

Experience:

From my experience the coefficient of restitution depends basically on rigidness of material. i.e. elastic coefficient.
