A business case would be able to capture the reasoning for the initiation of the project or the task which is mostly present in a well defined and structured manner in the written document but also can come in the form the short verbal agreement or the presentation.

The return on investment is defined to be a ratio between the net profit and cost of the defined investment which is a result of that of the investment of resources. In case if there is high ROI then the investment's gain mostly with the cost.

No both are not similar as per the defined definition and the difference is as above.
