The Standard Planetary Model of Earth Planet Formation is Based on Astronomy and cosmochemical observations and results of laboratory experiments, numerical calculations, and  simulation. In this model, the planets grow in a series of steps starting from μm size dust grain found in protoplanetary disks. Dust particles easily stick together aggregate of mm to cm size. Some of them are heated to form chondrules. Beyond growth especially in turbulent disks, the meter size by pairwise sticking becomes a problem. It also prevents the formation of planetesimates directly in the gravitationally unstable dust layer.
