6. LOW, off, does not. The 4081 is a quadruple 2-input AND gate IC [see Fig. 3-47(c)]. Inputs A and B are being ANDed with J (pin 3) as the output. When input A = HIGH and B = LOW, then output J = LOW which turns off transistor Q1 and the LED does not light.
