Given that,

\hat p= 69%=0.69

1 - \hat p = 1 - 0.69= 0.31

margin of error = E = 22% = 0.22

At 96% confidence level the z is ,

\alpha = 1 - 96% = 1 - 0.96 = 0.04

\alpha / 2 = 0.04 / 2 = 0.02

Z\alpha/2 = Z0.02= 2.054 ( Using z table )

Sample size = n = (Z\alpha/2 / E)2 * \hat p * (1 - \hat p )

= (2.054 / 0.25)2 * 0.69 * 0.31

= 14.43
