Answer:

The last decade of 20th century witnessed the global leaders to come to make a front against the increasing pollution and became part of Kyoto protocol under United Nations Framework Convention on climate change. The successive conference of parties and especially the Cancun summit known as CoP 16 provided for the establishment of Green Climate Fund and Adaptation fund to support the poor countries to adopt clean technology. This shows the responsibility given to the advanced countries for poor nations.

It is now well established that poor countries are poor because they were subjects of foreign colonialist powers. They were exploited to the fullest and deprived of the investment, education, health and other development parameters. After the countries were liberated, the economic situations became still worse because they could not undertake economic activity as desired due to lack of capital. The countries at the equator are covered by dense forests and are the lungs of the earth. Since advanced countries have earlier exploited the nature and are responsible for polluting it, rich countries have a moral obligation to support poor countries financially so that they do not cut forest and the goal set in Paris climate agreement to check the increase in global temperature is achieved.

In fact, the policies of the bank and global financial regulators had created a new crisis in sub-Saha- ran Africa: These nations were now mired in debt they could not possibly repay....
