Part 1. A government accounting professional would primarily be responsible for compliance with professional organisations such AICPA and ASPA principles and rules. However, such rules and regulations are in public interest itself, and thus such professionals will also be indirectly complying with their duties towards the fellow citizens. The primary responsibility towards fellow citizens would generally rely on the auditors of such govt. bodies.

Part 2. Although such rules would generally complement each other, a government accounting professional can encounter circumstances of ethical dilemma which can be related with working towards the best interest of the community versus being responsive to the government.
