You stand at the edge of a pool and look at a quarter on the bottom of the pool. Is the quarter's actual position closer than it looks or exactly where it appears? Explain your answer.

The position looks closer than it actually is.

The refraction of light at the surface of water makes pool appear shallower than it really is. A 1m deep pool would only appear to be 0.75 m deep when viewed from directly above.
