Since the reaction title itself says that it's solvolysis reaction, where the t-butylchloride gets converted into a 3o carbocation first and then gets attacked by the solvent nucleophile, for example, if the solvent is water, then the product formed will be t-butylalcohol. Now, in the reaction of t-butylchloride with the solvent will totally depend on the concentration on the t-butylchloride since it is an SN1 type of reaction where the rate-determining step is the formation of the stable 3o carbocation and thus on next step when it reacts as an electrophile for the solvent, that time there is no dependence on the nucleophile molecule. That is why the concentration of the base has no contribution to the reaction rate or the product concentration, and this is why the less accurate NaOH solution can be used here.
