half reaction is ClO2 --> ClO2- to balance charge we add e-

ClO2 + e- --> ClO2- .................(1)

other half is H2O2 --> O2 , to balance H we add H+

H2O2 --> O2 + 2H+ , we add same amount of OH- both sides

H2O2 + 2OH- ---> O2 + 2H2O ( H+ and OH- combine to form H2O )

H2O2 + 2OH- --> O2 + 2H2O + 2e- ..............................(2)

we add (1) and (2) such that e- term cancels out. Hence 2 times eq (1) + eq (2)

1 H2O2 + 2 ClO2 + 2 OH^ -  --> 1 O2 + 2 ClO2^ - + 2 H2O
