this does not says that uninsuranced persons does not get any kind of benifits when they will come to the emergency department for treatment even many hospitals maily pefer such kind of patients whoprvide them cradit card rsther then a insurance slip that can lead to an poor family to a unpayble high balance that can lead to personal bankruptcythis is just an approach to the problem that would creatone system thst work for everyone and secure the american"s fiscaland economic future its on;ly a plan for universal health insurance and universal health care particepants including :-

• all who are currently uninsured
• all medicaid and medicare recipient and all with private or employer suplied insurance

all receive annual vouchers for health insurance the amount of which was based on current medical condition insurance companies would willingly accept the peoples with health problems because their vouchers will be higher and the govt could control the cost by establishing the values of vouchers so that benifits growth no longer outstrips growth of nation per capta income .it'sa single payer plan ,buta single payer for insurance. The american the american healthcare industry would remain compititive and innovative strong and private.

kotlikoff's plan is a strong medicine for america's health care crisis ,but brilliant in it's simplicity .
