here when strong base is added it forms the complex with different moles of OH- they are as follows

if one moles of OH- is added then the equation is as follows

Zn(OH)2 (s) + OH- (aq) -------------------------> [ Zn(OH)3]2- (aq)

if two moles of OH- is added then the equation is as follows

Zn(OH)2 (s) + 2 OH- (aq) -------------------------> [ Zn(OH)4]2- (aq)

here it is strong base so it takes 2 moles of OH- and forms the complex

Zn(OH)2 (s) + 2 OH- (aq) -------------------------> [ Zn(OH)4]2- (aq) ( be sure about indicating the phases of reactants and products )
