Federalism faces challenges when there are conflicts between federal government and states.

The first way to pose a challenge is that ACA is imposing upon the states by the federal government even if states have their own health care programs. It creates conflict.

The second way is the additional cost to be burdened over the states even if federal government provides financial assistance to the state. Besides, states find it as the misuse of federal power, causing conflict and challenge to federalism.
