1) there are two strategies to mitigate floods, structural and non structural.

Structural mitigation strategy are those in which physical structures are created so as to reduce the impact of flood. Dams, bridges could be constructed to reduce the impact of floods. Individual houses should be strongly fenced and have big walls to reduce the impact of floods.

Non structural mitigation strategy are those which do not include physical structures. These include property survey which means surveying a property for flood checks, early warning systems, household emergency plans, etc.

2) floods are supposed to be the most hazardous type in USA because no other natural calamities have caused so many deaths in the country. They cost around $6 billion every year to the US and are very destructive.

3) as per FEMA(federal emergency management agency) , disaster housing is not a loss indemnification programming and has no assurity that the people hit by the disaster will return to their living condition before the floods. The money that FEMA provide is tax free. Fema provides shelter for short durations to people in need..

4) extensive flood protection project could be undertake just the the Netherlands , to prevent damage from floods. People could be shifted to safe places before the arrival of the hurricane and early warning signs should have been strictly imposed. Although these natural calamities cannot be stopped from happening but people can always be aware and government can always make efforts to help people out of the places where hurricanes are going to come. The destruction will not be stopped but many lives can be saved by wearing people well in advance.
