Many local governments in the united States operate public libraries that provide books, reference materials, Internet access, public meeting space, genealogical assistance, and other information/education services at no charge. Are the services of these local libraries pure public goods? What government functions are they seeking to serve? What privatization options might be possible? What services should be free and what could be subject were made available only on a charge basis? Would your reaction be different if charging for services were the only alternatives that allowed the library to remain open?

Yes, all these units were operated by state and local governments for the sake of service motive. They will provide and offer books and related printed material to the public, who opened an account with the libraries. At the time of opening library account, they will collect nominal fee from the readers. Whenever they borrow book for read and revert it later, they will charge some fee from the readers. Even these libraries were operated by local governments, they charge some nominal fee for fulfilling their operational expenses.

Very few people only prefers to visit to libraries because the content, material or information is available through online services. Those who can not proficient in net browzing and system operating, or those who have some additional obligations, only visits to libraries. I will prefer to collect some nominal fee from the readers, apart from the fee, there must be an option are:

• any one or any reader can donate any amount to the library
• any kinds of books or printed material can be donated
• voluntary services can be accepted from the local people
• one can gift their old books, collections, etc

With all these services and facilities, libraries can open and run successfully.
