The alcohol generally present in perfume is ethyl alcohol (ethanol).

There is such a thing as perfumer's alcohol, which is a blend of Ethanol, Isopropyl myristate, and Monopropylene glycol.

These can all be bought easily enough, however for homemade perfumery it is common to use vodka. It is a very strong alcohol, that has a fairly weak smell that doesn't interfere with essential oils.

Please note that alcohol is good for diluting essential oils and making them go further, however, if you wish them to last longer on the skin then you should dilute them with oil (sweet almond oil is a good general one).
