total energy at all places remains same

energy at top = energy at bottom

0.5mv^2 + mgh1 = 0.5mv2^2

0.5*11^2 + 9.8*17 = 0.5*v2^2

v2 = 21.3 m/s

so it hits the ground with 21.3 m/s
