In cation exchange resin, positively charged Amino acid bind to resin and elute last. Since Arg contain basic Amino group which exist as positively charged hence bind to resin and elute last. Asp contain acidic group which exist as negatively charged hence elute first. So, order of elution is :

(Last) Arg < Ser < Asp (first)
