The institution entrusted with the power to legislate EU directives on Public procurement is European Commission. Public Procurement refers to the process by which public authorities purchase work, goods or services from companies. It mainly includes public authorities like government departments or local authorities. In order to create a level playing field for all businesses in Europe, European Union sets out minimum harmonized public procurement rules.

The European Union is an important institution of Europe and part from legislating, the following are the roles performed by the European Union:

a. It proposes new laws that are tabled in the Parliament.

b. It sets out the spending priorities, draws annual budgets and supervises how money is spent.

c. Together with the Court of Justice, It ensures that the laws are properly applied in all member countries.

d. It represents the European Union internationally.
