Assumptions are the truths. They are the facts or beliefs which we do not question because it will be accurate without proof. The goal to address the community issues justify the choices of the problem with perception, severity, equity, duration, frequency, and range and frame the problem without any assumptions and make solutions. In terms of factors identify the factors that problems to be solved. Analyze the root cause of the problem to prevent or eliminate. Identify the restraining forces like social structures, cultural traditions, policies, poor knowledge for the issues. Identify the relationships that exist with community problems like lack of education, unemployment, etc. Identify the personal factors involve in issues like beliefs, skills, education, culture, assumptions about biological and genetic traits. Identify environment factors contribute to the problem like lack or services, support, social, financial changes and economic conditions. Find the targets to address the issues most effectively. The strategic plan can find the cause of the issues and focus on targets to improve the situation.
