I recon you are having problems in solving the above question using excel. It's pretty easy actually and I am stating the steps you need to follow to create a scatter diagram.

1.Copy the example worksheet data into a blank excel worksheet

2.Click the Insert tab, and then click Insert Scatter (X, Y) or Bubble Chart.
