A patient overhears a medical assistant on the phone talking about another patient diagnosed with AIDS. What did the medical assistant do that was unethical and in violation of HIPAA regulations?

Yes it was unethical and it was violation of HIPAA regulation

As according to HIPAA regulation doctors should not disclose the information about the patient in hospital in presence of some other non authorised person and also on public place

In this case doctor must look for the fact that patient reports should not be discussed in phone in hospital when the people are around them . Doctor must keep there volume down and should chose there words wisely to avoid the violation of regulation of HIPAA

Hence it is violation of HIPAA regulation
