Yes this law creates more staff for effective care.

Usually in the wards a nurse should be assigned for 6 patients and in ICUs 1:1 ratio should be assigned.

But the existing infrastructures not maintaining this ratio.

If the number of patients assigned to nurse had limited, more staff is required to maintain all the patients.

If in the 100 patients in ICU, as per above law 100 nurses are required.

But in the existing management they are maintaining with less staff.
