the Japanese market was dominated by Fuji and Kodak could not compete with Fuji due to inefficient marketing ways, low investments etc.  hence failed to establish its market. Though before WTO U.S. and Kodak claimed that the unfair trade practices by Japan was failure of Kodak but could not prove it so WTO ruled against them.
