If a patient does submit a mental health claim, in what circumstances might that information be disclosed to a third party without the patient's authorization? How might this practice of paying “off the grid” affect public mental health services?

The third party is the insurance company who will know everything about the disease because there are some closes when you will try to claim the insurance according to which if you are willing to get the benefits of the insurance then you have to show their present medical condition and if you fit their rules then only you can get the benefits otherwise u are not eligible according to them.

Public don't want to disclose their mental condition in in front of others because in our society having mental problem will creat a social stigma for that patient and his family for the life time and they think that if they will pay with the insurance money the best the company members can use it against them and their reputation in the society will be spoiled. That's why they preffp to pay by cash. And when they are not able to pay with cash they may leave the treatment in between so this practice is affecting our society very badly
