1.The clinic had been operating for one year and had not received the support anticipated from the community . The health service demand existed,but the residents were not taking advantages of the services the clinic provided.Respondents from the sample survey reported a high level of morbidity regarding chronic diseases ,a high level of psychiatric morbidity and substance abuse ,and a low level of treatment or medical intervention.More health problems and unmet needs were reported than the market analysis is expected.
