Yes, this is significantly different from normal since at 99% confidence interval with only 2 data sets and 0.1sd range would be 92+0.182 to 92-0.182 whereas 70 lies much away from this as sample size would have increase range would have further narrowed down around 92 hence yes, 70 as observation is significantly different than normal
