A person who is unemployed and has not searched for a job for about 6 weeks is not unemployed and is not a part of labor force. The U6 rate is the true unemployment rate because it takes into account discouraged workers and underemployed workers.The underutilization of labor force in the country is depicted in this rate.So civilian and U6 indicators are not unhealthy.
