The cigarette smoking causes a $6 per pack external cost on non smokers.

When the external cost is imposed then social marginal benefit is less than the private marginal benefit.

If the external cost is not taken into account then the quantity produced of cigarettes would be that corresponding to which MBpvt curve intersects 'S' curve. The quantity is 14 million packs of cigarettes.

Assuming the externality associated with smoking is not faced by consumers, 14 million packs of cigarettes are consumed per week.

(c)

The efficient number of cigarette packs is that quantity corresponding to which MBsocial curve intersects the 'S' curve.

This quantity is 10 million packs of cigarettes.

So,

The efficient number of cigarette packs is 10 million packs.
