Racial equality arises when institutions allows an equal opportunities to all people from all the races. In 1964 Congress passed the Civil Rights Act to prohibiting discrimination and racial inequality. However the federal government today believes that racial inequality and discrimination are no longer the widespread problem. It has abandoned the pursuit of racial equality as it involves disparate impact regulations that cause an undue burden on the federally funded programs. In my opinion the elimination will not impact the nations citizens as it past 25 years in spite of the regulations the discrimination has not declined. To end the discriminations people need to be improve their core values and beliefs in spite of huge consumption of the funds
