We enforce laws against discrimination based on race, color, national origin, disability, age, sex, and religion by certain health care and human services providers and health insurance plans.

- Health care is a civil right because society is ordered in such a way as to make it both possible and essential to the free and full participation of the sick, injured and disabled — i.e. 'patients' — in society.

- Civil rights include the ensuring of peoples' physical and mental integrity, life, and safety; protection from discrimination on grounds such as race, gender, sexual orientation, national origin, color, age, political affiliation, ethnicity, religion, and disability; and individual rights such as privacy .
