The most accurate measure of percent complete is work quantity method as in this method is based upon the number of items completed.
For e.g. if we have 100 meters of cable wire to color and we have done 60 meters the % complete is 60%. This is the most objective form of progress assessment.
The only drawback is that it is applicable to a small number of activities.
