Should the US place a limit on the number of vehicles a person can own to limit CO2 emissions? Why or why not?

In my opinion placing a limit on the number of vehicles an individual or family can own would not contribute much to limit CO2 emissions. Although as more vehicles hit the roads, there would be a dramatic increase in CO2 emissions unless strict emissions-reduction and fuel policies are in formulated in an economy. However placing a limit to number of vehicles an individual can own will not be of much help as an individual will still have a vehicle to drive. Instead government should promote EPA's Green Vehicle which is less polluting and more efficient. Government should promote the sharing of vehicles, coupled with congestion charging, parking constraints, and road pricing. The cars must be maintained well as there should be a strict policy to get regular tune-ups
