Should a physician who has/had a substance abuse addiction be permitted to retain their license to practice medicine? What are the laws or ethics in louisiana on this subject?

The medical board of Louisiana may suspend or revoke any license or permit or impose restrictions to practice if a physician has or had recurrent abuse of psychoactive substances including alcohol which affects the brain and cause any serious dependence both physical and psychological.Board of Medical Practice may ask the license holder to pay a fine of sum of five thousand US dollars which may be related to board proceedings.A member of the board may be authorised to sign a petition for the fine payed by the license holder.The board may recheck the suspended license.In this regard, board may have the dicretion to disclose such a dispute to the general public.This decision is taken after the district court rules out that the issuing of the stay do not cause any harm to the people who reside in the state.A hearing on the stay may be held within ten days from the request from the board and the final decision to grant or deny the stay may be made within five days after hearing in the court.
