Both the plans aimed to reinforce the state to the period before the war. The agendas of these governments was similar in the following aspects.

  • Slavery must be abolished.
  • Higher officials were not allowed to get exempted from punishment.
  • Those who are exempted from punishment should take the oath of loyalty.

Both the plans differed in the following aspects.

  • In accepting the representatives suggested by the Presidential Reconstruction Plan, the Congress was reluctant.
  • On giving severe punishment for the states.
