Ans) All eight countries being supported in this project with technical and limited financial support are to implement primary prevention activities.

- Primary prevention aims at ensuring that the problems of substance abuse does not occur.

- The view is to include all psychoactive substances in a common framework whether we refer to illicit, licit, dependence or non dependence producing substances. Evidence indicates that a comprehensive approach is much more effective.

- A range of project proposals based on local situation assessments have been considered.
