The difference between use and disclosure of information is the fact that the use is the ability of healthcare division personnel or contractors to utilize the personal information that has been collected or created for the purpose for which it was obtained i.e. the treatment of the patient by the physicians and nurses. While the “disclosure” of personal information i.e. the patient record is basically; the sharing of personal information with third parties.
