1.The ethical issues is the husband's inability, fear, loss of faith and the loss of relationship(wife) when this condition and the scenario when told to her.If he doesn't reveal the truth ,there are high chances that the wife will be infected and if already infected will loose the chance to get the treatment and be cured.

The women's ethical issue is if she discloses the partners name or relationship ,it may affect her self respect and affecting her modesty. If she doesn't reveal,the perdon whom she had relationship can spread infection to others and if will be a chain then.

In both cases revealing the truth (to wife ) and (to the public health nurse ) is legally important. If not done it is punishable under law.Because certain STD are treatable and no one has the right to infect other how close they may be.They are same when it comes to legal issues

2.The main duty of the physician and the public health nurse is to report to the Local health department which will inform this to the CDC as per the World Health Organization guidelines.Then the government professionals will take appropriate measures to ensure that the disease is not further transmitted.
