In the USA surely we can say that there is no Universal healthcare does not imply coverage for all people. If we can see the healthcare systems some are funded by the government and others are funded by the private health insurance.

The Clinton plan also called for the integration of public mental health and substance abuse services into the full range of health services offered by local health plans.

In 1945, President Harry Truman proposed a national health insurance plan to be funded through a payroll tax.

Roosevelt's 1935 Social Security Act. is the law established the Social Security program, an old-age pension program funded by payroll taxes.

Medicare was created in 1965 when people over 65 found it virtually impossible to get private health insurance coverage. Medicare has made access to health care a universal right for Americans once they reach age 65. This has helped improve the health and longevity of older Americans.
