Implied claim- It comes as a conclusion to the premise, it doesn't needs to be said explicitly. For e.g.when your mother tells you about whether forecast while you are preparing to leave, she usually implies that you should dress accordingly.

Extra claims- It provides additional information.

Therefore, 1st option is an example of extra claim which is giving added information to the statement

2nd option is an example of implied claim where the conclusion is vote the best candidate
