Odds ratio is a ratio of odds that a case was exposed divided by the odds that a control was exposed. It is used in case-control studies as a measure of association between exposure to outcome of exposure. The exposure can be a risk factor, protective factor of even not associated at all. The association is measured based on the value of odds ratio.

Odds ratio of 1 means there is no association of the exposure to the outcome.

Odds ratio of >1 means the exposure is positively associated with the disease and the exposure become a risk factor to the disease.

Odds ratio of <1 means the exposure is negatively associated with the disease and the exposure becomes a protective factor.

In the above  statement, it is given that odds ratio is <1 and exposure is being considered as a protective factor.

Thus, the given statement is TRUE
