Training staff is important for employers as training focuses on current job requirements. Employers' responsibilities around staff development arguably are not as obvious since development focuses on enhancing skills required for future jobs.

Respond to the following questions in relation to staff development:

  • Do you think employers should invest in staff development? Why or why not?
  • In what ways can decisions about staff development affect a public health organization's staffing plan?
  • What strategies would you recommend to balance the benefits of staff development with budgetary constraints?

Fair and adequate compensation is critical for attracting the most qualified employees and retaining and motivating staff. When determining compensation, consideration should be given to fair and equitable compensation among all workers in the same company (internal equity) and fair and equitable compensation relative to the external market (external equity).

You have two medical assistants (MAs) who earn $15 per hour at your medical practice. When you hire a new MA, you discover that the current market pays $16 per hour for medical assistants.

Performance evaluations can be stressful for both employers and employees. Nevertheless, performance appraisals have a number of benefits for both employers and staff.

Part 1)

Q1) Yes i think it is important for the employers to invest in staff development. As the organisations are susceptible to the dynamic environments that do not remain stable and constantly change and inorder to cope up with the ever changing environment it is important to prepare the employees for being adaptable and flexible enough to adjust to these changes in future so as to alter and adjust to the changes effectively and timely. The current methods and processes of performing jobs do not remain same thus gaining specialization in them is waste of time and efforts . Thus the staff development will be required to make employees familiar with the scope of future jobs that will emerge due to various economic, technological and social changes.

Training is a program that aims to impart knowledge only on how to perform current job efficiently, which means the organisation is investing for short term in something that is soon going to change. Due to the rapid changes in technology, the advancements taking place , the current methods or the ways of performing jobs are being replaced by new improved techniques , thus the employees rather than specializing in current method which soon will be replaced ; instead needs to better prepare their employees for future prospectus of jobs and methods to carry operations efficiently which is possible through staff development.

Q 2) The staffing plan of a public health organisation needs to be open and adaptive to the decisions taken for ensuring proper staff development so as to ensure that the staff is prepared for future jobs such as the new treatment for a new disease, diagnosing of a undiscovered ailment , using innovative and completely new equipments for effective treatment, attending patients in a new approach etc.

The staffing plan needs to be made flexible enough to adjust to the changes taking place in the health care industry whether it may be a technological change or a legal change. As health care industry is seen as the industry most susceptible to the frequent change of laws, subject to various regulations it is strictly expected to operate under legal terms and conditions, thus the staffing plan should be such which will provide a wide scope to introduce these changes frequently in the organisation. Thus staff of public health organisations need to be prepared for introducing and operations as per the changing laws and regulations.

Staff needs to be prepared for adjusting their methods, changing their processes, or altering their current ways of performing their jobs so as to comply with the law and regulations and to be able to use the new technological machine or equipment.

Staffing plan thus needs to be flexible to incorporate such changes by imparting knowledge about the future prospectus of jobs and the changes expected in the current method for treating patients better and improving the current outcome.

Q3) The strategies that will balance the benefit of staff development with budgetary constraints:

Imparting efficient knowledge :

The staff development will involve imparting knowledge to the employees for dealing, handling and adjusting efficiently to the emerging or future jobs. By this the employees will become aware about the future jobs in advance. This will result in efficient use of resources through using the advanced methods and new technologies which will ensure that the staff operates and acts within the budgetary constraints laid down by the organization and uses the imparted knowledge to improve the performance and reduce costs.

Technical know how:

Effectively imparting of the ' technical know-how ' to staff and efficient handling of equipments and job processes to the staff through an efficient staff development program will result in control of wastages, efficient utilization of resources, and thus help complying within the standards of budget set by the organization.

Incorporating change :

The changes incorporated by the organisation at appropriate time through initiating staff development programs in the organization will benefit the organization in terms of operating under the budgetary constraints laid down by the organization through being flexible, adaptable and consistent in dealing with the dynamic environment.

Overcoming resistance to change will ensure the staff is vulnerable and open enough to incorporate and adjust to the changes taking place which are the main reasons behind emergence of new methods , processes and jobs. It will ensure that staff stands firm with the technological improvements and advancements made so as to cope up with it and manage tasks effectively after the changes are introduced.

Future prospectus :

The staff development shows staff the future prospectus of jobs and thus ensures the staff is directed , urged and motivated to act and perform within the future trends and patterns. Being updated and improving the current performance will enable the staff to comply with the cost standards and targets laid down by the organisation and try best not to exceed them. The development of staff is done in such a way that they remain directed to operate and perform new jobs in a manner that ensures complying with the budget.
