In the development of a system, what criteria should be used to determine where one phase begins and another ends and where overlap can occur?

As per the project life cycle, it is clear that each phase of the project has a certain initiating point and point of termination. In an ideal situation, there should not be any overlapping of various phases of the project but in actual the overlapping occurs frequently. More comprehensive discussion and calculations are required in order to find out the stage where one phase ends and other starts. This will require the different dimensions of the project belonging to different functional units, for instance, scheduling the least cost, least risk and so on.
